How do you get your hero to shoot arrows in iOS game?

I'm on a level call crime prevention and i can't get my hero to shoot arrows - which is the only way to get past the level! thks.

If you touch the screen anywhere away from him, he will automatically switch to ranged attack mode. You can shoot by tapping the screen.
