Toggle character info for keyboard and mouse

When I am playing with gamepad, I can use feature called Toggle character info. I can see the possibility on the right side at the top of battle window. When gamepad is not connected, I cannot see the text and I don't know how to use it with my mouse or keyboard. Also there is not setting for it in the Controls settings.

Is it a bug? In case it is not, how to activate the feature with mouse or keyboard?

Well, toggle character info shows the status effects in detail.
(With mouse) the same infos can be get by hovering the cursor over the buff/debuff images next to the enemy/character portraits.
