I noticed that no one who tracks their achievements on True Achievements has won the Combo Enthusiast Achivement yet

is the Achievement broken or just very very hard to get?

It is a very hard trophy to earn. Not easily done
I have it for ps3 and ps4 and would say 9/10 difficulty

Not sure if it's glitched or not, it seems pretty difficult. Have you tried it? Combos are 3 in a short period instead of 2, although they save and continue through the game.
I haven't played this table very much so far. Plan on having a go at it eventually though.
