PS4 Downloaded "Unsung Heroes", says Waiting To Install forever

I uninstalled and re-downloaded every other dlc. All other DLC's added back fine but "Unsung heroes" will not.

When I select Start on the dlc notification it says it can't find the application.

What gives?

Doesn't work with ZP2 but told me to dl Pinball FX 3


So are these the same game basically? Why is it unplayable in ZP2?
