Street Fighter 2 Multiplier Question Please Help

I asked this over a year ago and no one seemed to know back then so, now that I'm revisiting the SF2 table, I figured I'd ask it again:
Could someone help me understand the multiplier? I know how to advance it, I just can't seem to figure out what it's multiplying. There's no indication on the End of Ball bonus add up that any multiplier is in effect, and my EOB doesn't seem to change whether I've advanced it to 10X or 2X. Is the multiplier not working right? Is it multiplying something unusual? Or am I totally missing something?
If any who reads this knows, please reply here and help me figure this out.

The table guide doesn't go into detail on the EOB calculations.

With that said, it appears that the multiplier is applied onto the score values from the beginning. In other words, you don't see the actually calculation being applied.
