purchased 4 packs and only one will activate

I purchased the Guardians of the Galaxy, Marvel Vengeance, Venom and Civil War packs and only GotG will activate. All the others give me the download screen, goes through the motions and then nothing. I saw on a previous thread to go to Settings > PSN > Reload licences but I don't see this feature on my PS3. Where exactly do I go? I've tried downloading from within the game, import tool, from the store and my download manager. Help.
