Williams Pinball IOS deal 27.99 CND only for certain users. Why?

Some user on IOS claim there is a deal atm they can get all 7 tables for 27,99 on IOS. Strange thing, i dont have this offer. Friend close to me install Williams Pinball on his Ipad, and he got the offer :

Some use on other forums also claim the same thing, some people can get it, some cant. Why? I want to buy them! You want my money Zen?
