Stuttering issues - PC Steam Version

Need some help figuring out why this game, and others, drop frames for what seems to be microstuttering of some kind.

PC
i5-6600k
RTX 2080
16GB Ram
SSD 2TB
SSD 128GB (windows installed)

Video link above shows what I am dealing with. I have RTSS on locking frame rate at 60. Randomly, it will go down to 40fps, sometimes even 20fps without warning. No other stats seem to show why though. All my temps are good, load is minimal as well. I've tried so many things. I can only suspect maybe it's my SSD drive? I read on an old post by Steam that SSD drives can cause microstuttering like this. I can't think of what else it could possibly be. I have reinstalled windows, done countless types of tweaking with nvidia control panel, all programs in background are off, etc etc.

Anyone else having this issue? Ideas?

I think RTSS is the cause of the problems.
If you're looking for a good framerate limiter, you should try Nvidia Profile Inspector.

If that doesn't help, you should post all of your nvidia settings.

This was happening far before RTSS. This glitch was the whole reason I installed RTSS.

My nvidia settings are all default now as nothing I did worked. Clearly whatever is the cause it's not Graphics Card related. I should point out I upgraded from a GeForce 970 which was experiencing the same stutter.

I've also made sure my Ram isn't bad.

Used different hard drives to install the game.

The only constants I have in my build are a 12 year old Power Supply (which could be giving improper voltages due to age) my motherboard which is also a bit on the old side, and my SSD drive with Windows installed.

I only suspect the SSD as the skipping seems consistent with some kind of background writing-to-drive. It is presently my number 1 suspect and I'm thinking of reinstalling windows on a standard HDD to see what happens.

But other ideas are more than welcome. This isn't the only game that this skip happens on, it's just one I notice easily as Pinball is such a precision based game.

Like you said, it could be the SSD, but the 12 year old PSU powering a GTX 2080 jumps out to me as concerning. What is the wattage of the PSU (should be at least 600W), and does it have the correct dedicated power connections for the video card?

Reinstalling Win 10 or testing with a different SSD/HDD could be another troubleshooting step to help pinpoint the issue.

Well, it's a weird issue.

I had my cabinet running on an i5-6500T cpu with a gtx960, so worse specs, also running from an SSD. But never had issues like that.
12 years is pretty old for a psu, wouldn't hurt to replace that with something new.

Yeah PSU is 750w, but I do have a lot plugged in. VR, stream capture stuff, 2 keyboards and 2 mice, a few controllers and cameras etc. Though I've tested my computer before with nothing but my xbox controller plugged in and it was still doing this to me, so...I dunno.

If reinstalling windows doesn't fix it I may just get an all new rig, as my processor is what 5 years old now anyway. Really don't want it to come to that though.

The power supply definitely could be the culprit. If one of the capacitors (ie caps) popped, then it won't handle the strain from the GPU.
