Probably a hacked account. I hacked mine with a memory editor to gain max xp giving me all level 60 ships.
The games servers don't verify the data the game saves to it so local edits to values in memory get saved to the server.

I went through all the 5 chapters, but the Marine One could got only 3 stars! It's so unfair! I regret to recharge VIP 7 so much!

More likely the original picture is Admin or Beta tester.

Anyone with 100+ PR is most likely a developer. Not to mention that custom fighter jet is probably a special event item in the future.
If after challenging them on Battle Arena they do not respond to the 'ally' request, then it must be a dev.
Marina One was good event. But more then half of event time I was unable to connect to servers and for this reason was impossible to win Marina One ship for me.
